ESSENTIAL DUTIES
• Conduct investigations of routine to moderate complexity through follow-up interviews with complainant(s); arranging and completing interviews with the accused, witnesses, supervisors, and managers as appropriate. Keep manager apprised of case progression.
• Prepare preliminary reports outlining findings, and submit a recommendation of sustained or un-sustained and course of action to the manager for review and approval. Prepare and maintain a folder of all case related documents in a format that facilitates legal review, as well as updating the case management system.
• Respond to complaints made by city employees involving equal employment opportunity, sexual harassment and/or violence in the workplace issues. Arrange to meet with complainant(s) to take full statement, make initial determination if case falls within the jurisdiction and complete appropriate in-take forms.
• Research relevant policies, rules and laws (federal, state, local) that apply to cases under investigation.
• Stay abreast of federal, state and local laws, as well as court cases and trends regarding discrimination, harassment, case management, and best practices.
• Assist in the development of policies and procedures and conduct training programs and workshops, as required.
• Provide data analysis reports related to EEO such as adverse impact analysis, trend analysis for cases, and other data analysis as required.
• Other affirmative action related duties as required.

THIS POSITION IS IN THE CAREER SERVICE

Graduation from an accredited college or university with a Bachelor’s degree in Human Resources Management, Organizational Devel opment, Criminal Justice, or a directly related field, plus two years of professional work experience investigating workplace issues; or an equivalent combination of education, training and experience, provided that the minimum degree requirement is met.

Preference may be given to applicants who are currently certified in EEO and Case Management from a recognized body such as the Society of HR Management.

NOTE: Degree must be from a nationally or regionally accredited college or university.

Preference will be given to candidates possessing the following:
• A Master’s Degree or Juris Doctorate
• Experience conducting employment discrimination, sexual harassment and/or violence in the workplace investigations
• Experience collecting, analyzing and interpreting information received from investigations
• Experience preparing reports detailing the progress and/or outcome of investigations
• Proficiency with Office software

KNOWLEDGE, SKILLS and ABILITIES
Some knowledge of:
• applicable federal, state, local laws, statutes, regulations, and guidelines investigative procedures
• human resource administration principles, policies, practices, and techniques
• applicable computer software packages and applications
Knowledge of applicable City and department policies, procedures, rules, regulations, and ordinances.

Summary of Duties:

Under the direction of the Assistant General Counsel, provides accurate, concise, and practical general government/corporate legal advice to the General Counsel, Executive Director/CEO, senior staff, and corporate personnel. Provides legal counsel primarily in the public and transportation areas involving: railroad collective bargaining agreements and related labor laws, Federal Transit Administration (FTA), procurement compliance, complex public contracting, employee benefits, financing, and/or software licensing for public entities. Supervises and provides leadership involving complex and/or long-term projects or complex negotiations. Available to work flexible hours, as required, in the early morning, late afternoon, evenings, or weekends. Performs other related duties as needed to meet the on-going needs of the organization.

Minimum Acceptable Qualifications:

  • Must possess a Law Degree (J.D.) with all appropriate licenses and certifications (Illinois Supreme Court).
  • Must have significant legal experience as an Attorney with substantial experience in two or more of the following areas: railroad labor issues and collective bargaining; federal grant procurement matters; complex public contracting; employee benefits; employment law; intellectual property and/or public financing.
  • Must have progressively responsible managerial experience, and capable of handling multiple, complex assignments on an ongoing basis in the railroad, transportation or related industry.
  • Strong and effective oral and written communication skills are essential.
  • Must have significant experience, and familiarity with computer based legal research and Microsoft Office Suites.
  • Must be able to work in a demanding environment.
